Buyers who are new to OEM often expect a catalog purchase flow: pick a model, send a logo, wait for shipment. Custom waterproof bags rarely move that cleanly. Here is a realistic process so both sides waste less time.
A useful first message includes:

You do not need perfect drawings on day one. You do need enough detail for the factory to recommend a workable path.
A good manufacturer will suggest a base model close to your need, then mark what should change: pocket layout, strap style, buckle type, colorway, or logo area. This is faster than designing from zero unless your brand needs a fully unique shape.
Treat the sample as a decision tool, not a souvenir. Check waterproof performance, logo quality, strap comfort, and packing size. Write revision notes in one list. Multiple tiny revision emails slow everyone down and create version confusion.
Your proforma invoice should include material, size, color, logo method, packaging, quantity, unit price, deposit terms, and lead time. If it is only a price line, ask for details to be added before payment.
During bulk production, request updates at key stages. Material confirmation and pre-shipment photos are the minimum. For larger orders, a short video of random units being opened and inspected is worth asking for.
Once the first order sells, reorder while the approved sample and production notes are still current. Waiting six months without a golden sample reference makes color and detail drift more likely.
Changing material after sample approval. Changing logo size three times during printing prep. Adding a new pocket after bulk cutting has started. These are normal business changes, but each one costs time. Decide early what is fixed and what can wait for version two.
